Description
Jamaica, through the Office of the Prime Minister, has requested financing from the Inter-American Development Bank (IDB) for the "Implementation of the National Identification System (NIDS) for Economic Growth" program (JA-L1072-P230809). This Request for Proposals invites eligible consulting firms to submit Expressions of Interest (EOI) to conduct the final evaluation of the project.
Scope of the consultancy
Main objective: Conduct an independent, systematic, and evidence-based evaluation of the project's design, implementation, results, and sustainability at the point of substantial completion.
Key tasks:
Assess outcome-level performance against the project's Results Matrix.
Review the performance and contributions of the consortium of technical vendors and contractors delivering NIDS system components.
Note: The scope excludes economy-wide impact evaluation, which is planned for post-closure once NIDS verification scales across public and private sectors.
Qualification requirements and experience
Operating experience: Minimum of five (5) years of institutional operating experience in monitoring and evaluation (M&E).
Track record: Completion of at least three (3) final, terminal, or completion evaluations of multilateral development bank-financed projects (IDB, World Bank, CDB, or equivalent) within the past seven (7) years.
Specific area expertise: At least one (1) past evaluation must have involved public sector institutional strengthening, digital government, or civil registration/identity management components.
Team qualifications: Multidisciplinary team where key experts possess a Master's degree or higher in public policy, development studies, public administration, economics, or a related field.
Selection and submission procedures
Regulatory framework: Selection conducted in accordance with IDB Policies for the Selection and Contracting of Consultants to establish a shortlist of five (5) to eight (8) eligible firms.
Participation modalities: Consulting firms may associate with other firms in a Joint Venture or utilize subconsultants to enhance qualifications.
Submission modalities: Expressions of Interest must be submitted in writing to the Office of the Prime Minister. Electronic submissions are permitted.
