AI Pilot to Support PPP Project Structuring

Description

The Inter-American Development Bank (IDB) invites consulting firms to submit proposals for the design, development, and implementation of a pilot project for a tool based on Artificial Intelligence. The solution aims to automate the processing of technical, legal, and financial documents to support the structuring of Public-Private Partnership (PPP) projects.

1. Objectives and scope of AI functionalities
Project Fact Sheet: Automated extraction and standardization of key parameters (sector, area, WACC, CAPEX, OPEX, revenues, guarantees, deadlines and modality) from studies and financial models, with conversion of values to dollars and mandatory human validation before insertion in the base.

Intra-project Cross-Check (Scope 01): Automated identification and classification of inconsistencies and divergences between documents referring to the same project under structuring, with the issuance of filterable error reports.

Comparative Analysis and Benchmarking (Scopes 02 and 03): Comparison of the assumptions of the project under analysis with the reference repository to identify deviations from the industry averages, in addition to allowing the registration of qualitative scores and evaluation of preferential contractual clauses.

2. Main activities and base settlement
Initial repository settlement: Conduct the loading, data extraction and technical validation of at least 20 previously structured PPP projects (in at least two sectors including highways, health, education and public lighting).

AI management and modular architecture: Define a policy for controlling and monitoring the consumption of AI tokens/APIs and structure a modular data architecture that allows the incorporation of new analytical applications without the need for refactoring.

User manual and documentation: Deliver complete manual in Portuguese (Brazil) detailing the workflow, access administration, data structure, prompt and model records, known limitations and guidelines for migration to the Bank's corporate environment.

3. Security, support and post-delivery maintenance
Information security: Incorporate privacy and data protection safeguards in accordance with the IDB's institutional information security policies.

Post-pilot assistance and availability: Ensure the availability of the pilot system to the Bank's staff and provide technical/corrective support for a minimum period of three (3) months after delivery, including guidance for ongoing maintenance of the solution.
