Consultancy to strengthen capacities in monitoring and evaluation within the Government of the State of Sergipe

Brazil, through the State Secretariat of Finance (SEFAZ/SE), has financing from the Inter-American Development Bank (IDB) for the "Project for the Modernization of Fiscal Management of the State of Sergipe - PROFISCO II SE". This call invites eligible consulting firms to express interest in providing consulting services for institutional strengthening in Monitoring and Evaluation (M&E).

Consulting scope
Main objective: Strengthening institutional capacities in M&A for the Government of the State of Sergipe.

Products and deliverables:

Carrying out the diagnosis of the State's M&A capacities.

Planning and execution of a training course in monitoring and evaluation of public policies, ensuring the transfer of technical knowledge.

Preparation of a guiding booklet for monitoring and evaluation of public policies.

Qualification and experience requirements
General company experience: Provision of monitoring and evaluation services for projects, programs or policies, as well as execution of qualitative and quantitative evaluations (results, implementation or impact) in private or third sector organizations.

Company-specific experience:

Advice and support in the implementation of M&A processes in public bodies, entities or companies.

Diagnosis, design, monitoring and evaluation of government programs and public policies.

Training of professionals and civil servants in M&A processes and impact assessment of projects and public policies.

Selection and management of proposals
Regulatory framework: Selection carried out in accordance with the IDB's Policies for the Selection and Hiring of Consultants to form a short list containing five (5) to eight (8) eligible firms.

Participation modalities: The participation of individual firms, associated in a consortium (Joint Venture) or by subcontracting specialists to complement qualifications is allowed.

Access and delivery: Expressions of interest can be sent in writing at the SEFAZ/SE headquarters or sent in electronic format. Additional clarifications can be requested directly from the Office of the Secretary of Finance.
