Design and technical supervision for the work "Road improvement with burying of cables in the Historic Center of the City of Sucre"

Description

Bolivia, through the Autonomous Municipal Government of Sucre (Executing Unit of the Program), has financing from the Inter-American Development Bank (IDB) for the "Urban Integration, Energy Efficiency, and Urban Mobility Program of Sucre". This call invites eligible consulting firms to submit their expressions of interest for the execution of the final design and subsequent technical supervision of the road improvement works and underground infrastructure in the historic center.

Scope of the consultancy
Phases and estimated deadlines:

Phase I (Preparation of the Final Design): Development of the final comprehensive design of intervention based on the Technical Report of Prior Conditions (ITCP) provided by the entity. Estimated period: 120 calendar days.

Phase II (Technical Supervision of the Work): Technical, environmental, social and administrative supervision of the execution of the works, concluding with the formal closing of the contracts. Estimated term: 510 calendar days.

Location and coverage: Municipal District No. 1 of the Historic Center of Sucre (including connecting roads between La Recoleta and Plazuela Aniceto Arce, Polanco-San Alberto, Calvo, Grau, Arenales, Pilinco, Km 7, Plaza de La Libertad and 27 blocks around Plaza 25 de Mayo).

Key components: Widening of sidewalks, universal accessibility and road safety interventions (ramps, tactile footguides and Pompeian crossings), installation of urban equipment and burying of ducts for electricity supply and telecommunications networks.

Qualification and Experience Requirements
Legal documentation: Submission of a simple copy of the company's incorporation and formal identification documents (Form 2.1).

Specific experience: Accreditation of previous services (Form 2.2) in design and/or supervision of:

Cable burial works in urban areas.

Urban road infrastructure and urban equipment projects.

Partnerships (APCA / Joint Venture): Submission of a letter of intent to form a partnership that identifies the leading company, specifies the percentages of participation and includes the complete legal and technical documentation of each member firm.

Proposal selection and management
Regulatory framework: Process conducted according to the IDB's Policies for the Selection and Hiring of Consultants to form a short list of between five (5) and eight (8) eligible firms.

Modalities of participation: The nomination of firms is allowed individually, in association (Joint Venture / APCA) or with the inclusion of subcontractors.

Delivery method: Written submission of the expression of interest, allowing submission by electronic means.
