Project management, supervision and technical assistance service for studies, design and construction projects in drinking water supply systems, located in Panama East and Panama West, Herrera and Red Matriz Arraiján

Panama, through the National Institute of Aqueducts and Sewers (IDAAN), has financing from the Inter-American Development Bank (IDB) for the "Program for the Improvement of the Operational Management of the National Institute of Aqueducts and Sewers in the Metropolitan Area of Panama". This call invites eligible consulting firms to submit expressions of interest for the management, supervision and technical assistance of drinking water infrastructure projects.

Scope of the consultancy
Main objective: Technical, administrative, financial management and comprehensive supervision on the execution of study, design and construction contracts for six (6) key drinking water projects.

Works and interventions under supervision:

Improvements to the Cabra 1 and Cabra 2 water treatment plants (Province of Panama).

Improvements to the Pacora water treatment plant (Province of Panama).

Rehabilitation and improvements to the water intake and El Trapichito Plant in Chorrera (West Panama).

Rehabilitation and improvements to the Chame Water Treatment Plant (Panama West).

Improvements, rehabilitation, equipment and expansion of the Roberto Reyna Water Treatment Plant in Chitré (Herrera).

Matrix Network Project and distribution networks in Arraiján Cabecera.

Management functions: Control of technical quality standards, review of designs and budgets, approval of progress reports for payments, and support in the definition and monitoring of key indicators of operational management of the IDAAN.

Qualification and Experience Requirements
Submission limit: Supporting documentation condensed into a maximum of 20 pages, valued/expressed in U.S. dollars (USD).

Accredited experience: Minimum ten (10) years of experience in management, supervision or technical assistance services in similar projects. The execution of projects in Panama or in the region will be valued, with preference in the public sector.

Documentary support: Letter of expression of interest, legal incorporation documents, profile of the firm or consortium (identifying the leading company and nationalities), and information on methodologies applied and results obtained.

Proposal selection and management
Regulatory framework: Selection conducted in accordance with the IDB's Consulting Policies for the formation of a short list of between five (5) and eight (8) eligible firms.

Modalities of participation: The application of individual firms, in association (Joint Venture / APCA) or through subconsultants is allowed.

Delivery method: Receipt of expressions of interest in writing in physical format or via email.
