Consulting for the development of a Digital Transformation Master Plan for the National Directorate of Intellectual Property (DINAPI)

Description

The Inter-American Development Bank (IDB), in coordination with the National Directorate of Intellectual Property (DINAPI) of Paraguay, is calling on consulting firms to submit proposals to develop a Master Plan for Digital Transformation (PMTD) to guide institutional modernization, process optimization, and the updating of technological infrastructure through the incorporation of digital tools and artificial intelligence.

1. Institutional diagnosis and technological architecture (PDTIC)
Baseline Update: To survey the operational and technological situation of DINAPI, specifically evaluating the area of Copyright and the state of development of the Artificial Intelligence Image Classification System.

ICT Master Plan: Define the target technology architecture, infrastructure guidelines, interoperability, cybersecurity and governance, including the feasibility of AI use cases, investment budgets (CAPEX/OPEX), RACI matrix and risk management.

2. Master Plan and management of technological projects
Agile methodologies: Design a framework for the institutional IT team based on Scrum and Kanban methodologies to streamline the development and execution of digital transformation projects.

Three-Year Strategy (PMTD): Consolidate the three-year Digital Transformation Master Plan, integrating the re-engineering of intellectual property examination, registration and grant processes, the definition of requirements for digital services and the gradual adoption of AI tools.

3. Expected Products and Deliverables
Output 1 — Work plan: Methodological proposal, detailed timeline, implementation strategy, and coordination and validation mechanisms with the IDB and DINAPI.

Output 2 — Progress Report: Updated institutional diagnosis that systematizes findings, operational gaps, and opportunities for modernization.

Output 3 — Digital Transformation Master Plan (DMP): Consolidated outcome document of the three-year strategy accompanied by an executive presentation.
