Consulting for the diagnosis and implementation of an integrated CORFO data platform

Description

The Inter-American Development Bank (IDB), in coordination with the Production Development Corporation (CORFO) of Chile, is calling on consulting firms to submit proposals to carry out the diagnosis of institutional data and implement Stages 1 and 2 of an integrated corporate data platform. The project seeks to standardize, integrate and make available the information of its five business management and regional directorates, laying the technical foundations for future impact measurements.

1. Data Goals and Architecture
Diagnosis and regulatory compliance: Evaluate the quality, granularity and identifiers of data sources according to the State Data Management Model (MGDE) and the framework of Laws No. 21,180 (Digital Transformation) and No. 21,719 (Protection of Personal Data).

Mid-layer and identity engine: Design a data architecture (ingest, raw storage versioned landing/raw, and semantic layer) without modifying the source systems, and implement an identity resolution engine with vendor-agnostic AI and trust scoring.

Cross-sectional canonical model: Build a unified data model that integrates the dimensions of beneficiary, instrument, management and regional direction, allowing the comparison of financial flows (expenses, tax credits, guarantees) and making data available internally and through the public portal data.corfo.cl.

2. Work phases and key deliverables
Phase 1 (Months 1–2 — Diagnosis and Quick Win): Self-assessment of the MGDE in 12 dimensions, design of the intermediate architecture, development of the identity resolution engine (minimum target coverage of 80% in prioritized sources) and execution of a pilot (quick win) on a selected program.

Phase 2 (Months 3–4 — Cross-cutting model and publication): Complete integration of the 5 business managements, development of the layout layer (APIs/views), graphical interface (UX/UI) for data.corfo.cl, technical training to the internal team and delivery of the roadmap for subsequent impact measurement.

Future projection (Outside the direct scope): The consultancy will enable the regulatory and documentary conditions for CORFO to address in subsequent phases the cross-impact analysis with external sources and the traceability of final beneficiaries in indirect financing.

3. Requirements of the firm and work team
Profile of the consultancy: Legally incorporated firm in Chile with verifiable experience in corporate data architecture, master data management (MDM), entity resolution and open source tools (Python, SQL), with previous experience in the Chilean public sector being valued.

Minimum professional team: Project Manager (minimum 5 years of experience), Data Architect, Data Science Specialist, Data Process/Governance Specialist and User Experience (UX/UI) Specialist.
