Institutional diagnosis and strategic guidelines for the integration of climate change in ENEE's energy planning

Description

The Inter-American Development Bank (IDB), within the framework of the IDB Climate Program (HO-L1245) for the decarbonization of the National Electric Power Company (ENEE) of Honduras, calls on consulting firms to submit proposals to carry out a comprehensive diagnosis of the institutional capacities of the state-owned company and formulate a preliminary strategy for the progressive incorporation of climate mitigation, adaptation and resilience criteria in the planning of the national electricity system.

1. Institutional diagnosis and decarbonization baseline
Governance and Capacity Assessment (Component 1): Analyze ENEE's organizational structure, processes, information systems, MRV (monitoring, reporting, and verification) mechanisms, and technical capacities, identifying operational, human, regulatory, and financial gaps.

Preliminary climate baseline (Component 2): Conduct a preliminary screening of the institutional carbon footprint, prioritize the emission sources of the electricity system under ENEE's responsibility, and evaluate their alignment with Honduras' Nationally Determined Contributions (NDCs) and Long-Term Strategy (LTS).

2. Climate integration strategy in energy planning
Mitigation and resilience criteria (Component 3): Define strategic guidelines and priorities for incorporating decarbonization measures in the generation, transmission, and distribution segments, as well as guiding criteria for adaptation and climate risk management in energy infrastructure.

Leveraging energy scenarios: Analyze existing energy and climate scenarios (such as those developed by the Ministry of Energy and the Bariloche Foundation) to establish the strategic vision and an initial proposal for institutional monitoring indicators.

3. Institutional strengthening and guiding roadmap
Financing mechanisms and enabling conditions (Component 4): Identify opportunities for access to sources of climate finance (international funds, green bonds, multilateral financing) and define the regulatory and IT requirements necessary for climate management.

Institutional critical path: Formulate a guiding roadmap with milestones and sequential actions that will allow ENEE to progressively move towards the formulation and implementation of its institutional Climate Policy in subsequent phases of the program.
