Fiscal management model and plan, realignment of strategic planning and fiscal management result indicators

Description

Brazil, through the State Secretariat of Finance of the State of Amapá (SEFAZ/AP), has financing from the Inter-American Development Bank (IDB) for the "Project for the Modernization of Fiscal Management of the State of Amapá - PROFISCO II AP". This call invites eligible consulting firms to submit their expressions of interest for the structuring of the fiscal management model and strategic realignment.

Consultancy reach
Main objective: Provision of specialized services to carry out organizational and fiscal diagnoses using the MD-GEFIS methodology as a baseline.

Key activities and deliverables:

Participatory construction of the strategy involving SEFAZ, SEPLAN, SEAD, PGE, CGE and SECCOMPRAS.

Preparation of the mobilization plan, diagnostic reports, strategic guidelines and macro-modeling of fiscal management.

Structuring of integrated strategic maps, portfolio of prioritized projects, deployment plan for organizational units and fiscal risk management model.

Development of a performance and monitoring model composed of indicators and integrated management dashboards.

Definition of the governance structure, assisted operation, training program, change management and knowledge transfer to the technical staff of servers.

Qualification and experience requirements
General experience: Contracts for the provision of mapping/management services of processes and/or consulting for the implementation or review of strategic planning in companies or entities of the private sector.

Specific experience:

Process mapping and/or consulting in strategic planning for public sector agencies or entities (except the finance sector).

Process mapping and/or strategic planning consulting aimed specifically at agencies in the finance sector.

Selection and management of proposals
Regulatory framework: Selection conducted in accordance with the IDB's Consulting Policies for the formation of a short list composed of five (5) to eight (8) eligible firms.

Participation modalities: Firms are allowed to apply individually, in association (Joint Venture) or by hiring sub-consultants.

Method of delivery: Submission of expressions of interest in writing in physical format or through permitted electronic means.
