Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of Health and Wellness and the Ministry of Youth & Culture of Barbados, invites consulting firms to submit proposals to design a culturally grounded, integrated Communication and Stakeholder Engagement Plan for the Health Services Resilience Program (BA-U0003).

1. Technical objectives & core scope
Program-wide communication framework: Develop an audience-centered communication and engagement strategy that drives non-communicable disease (NCD) prevention, mental well-being, and healthier lifestyles deeply rooted in Barbadian culture, identity, and social norms.

Interconnected strategic pillars: Structure interventions across four areas: individual behavioral and social change, community-oriented prevention and continuity of care (including climate-shock resilience and digital health adoption), policy and regulatory reform advocacy, and health workforce change management to foster public trust.

2. Key activities & audience-centered strategy
Behavioral analysis & audience segmentation: Conduct a diagnostic of social and cultural determinants, segmenting target groups (youth, working adults, elderly, NCD high-risk populations, caregivers, and health workers) into culturally informed Barbadian personas.

Flagship campaign & multimedia assets: Produce a national campaign suite using local storytelling, language, and imagery across digital, print, and audiovisual formats aligned with IDB branding guidelines.

Stakeholder co-creation: Partner with community leaders, cultural practitioners, civil society, private sector entities, and media to co-create messaging and expand outreach.

3. Implementation roadmap & M&E deliverables
Phased execution & quick wins: Formulate an actionable implementation roadmap featuring quick-win community activations, a costed dissemination plan, and resource allocation strategies.

M&E & institutional transition: Design a monitoring and evaluation framework to measure reach and behavioral impact, complemented by a handover and sustainability plan for long-term institutional absorption by the Ministry of Health and Wellness.
