Description
The Inter-American Development Bank (IDB) invites consulting firms to submit proposals under a Master Services Agreement (MSA) to provide technical assistance, capacity building, and external review services to support prospective issuers in preparing for and executing green, sustainable, and thematic bond issuances under the Global Green Bond Initiative (GGBI) framework.
1. Workstream A — Green/sustainable bond issuance readiness
Diagnostic & pipeline structuring: Perform gap analyses on institutional governance, management of proceeds, and data systems; identify, screen, and prioritize eligible project portfolios aligned with GGBI guidelines, ICMA Principles, CBI methodologies, and the EU Taxonomy.
Framework development & SPO support: Assist beneficiaries in drafting market-aligned thematic bond frameworks, setting up post-issuance reporting protocols (aligned with ESMA disclosure requirements), and facilitating technical accompaniment during Second Party Opinion (SPO) processes.
2. Workstream B — Capacity building, market awareness, and training
Training design & delivery: Assess training needs and conduct workshops, executive sessions, and webinars on institutional readiness, thematic bond issuance processes, and international market standards.
Knowledge products & peer exchange: Develop practical toolkits, technical guides, e-learning materials, and case studies, while facilitating peer-learning networks among sovereign, subnational, and public financial institution counterparts.
3. Workstream C — Post-issuance: Allocation and impact report verification
Independent report review: Conduct external reviews and verification procedures on post-issuance allocation and impact reports, checking underlying data, calculation methodologies, and eligibility of financed assets against framework commitments and ICMA/ESMA standards.
Assurance & reporting statements: Issue independent external review statements, verification reports, and assurance opinions, identifying findings and recommendations to enhance future reporting cycles.
