Description
The Inter-American Development Bank (IDB), in coordination with the Ministry of Finance (SEFIN) and the General Directorate of Public Investments (DGIP) of Honduras, invites consulting firms to submit proposals for the strengthening of the system of physical and financial monitoring of public investment through methodological validation, the development of a digital prototype with Artificial Intelligence and the realization of an operational pilot within the framework of the SNIPH.
1. Objectives and technical scope
Appropriation and methodological validation: Facilitate the technical adoption and operationally validate the "Methodology for Programming and Physical and Financial Monitoring of Public Investment Projects in Honduras (First Edition, 2026)" between the DGIP, the UPEGs and other SNIPH actors.
Implementation of the pilot exercise: Apply the methodology in a sample of up to 15 public investment projects belonging to up to three key sectors, considering variations in risks, complexity and sources of financing.
Follow-up routinization: Design and conduct the first follow-up routine in coordination with selected Executing Units, including a two-day face-to-face workshop to strengthen the use of project control and unlocking tools.
2. Technological development and Artificial Intelligence
Functional pilot platform: Design and deploy a digital prototype that allows data to be uploaded, calculate physical and financial indicators at the project and portfolio level, make qualitative records and generate executive reports.
AI-assisted functionalities: Integrate transparent, explainable tools under human supervision for the detection of inconsistencies, issuance of early risk warnings, extraction of contractual information and assisted generation of summaries.
Technology transfer and interoperability: Evaluate the traceability of data with the SIAF and deliver to SEFIN/DGIP the ownership of the source code, databases, variable dictionaries and technical documentation for subsequent administration and expansion.
3. Key activities and expected outputs
Missions and interaction with actors: Execute technical missions and workshops to raise the baseline of the follow-up, structure the pilot protocol and train the Executing Units.
Evaluation and systematization products: Consolidate reports of the pilot exercise, alert logs, proposals for methodological adjustments, and minutes of institutional agreements.
Roadmap for scaling: Formulate a phased implementation and sustainability plan for the subsequent incorporation of the rest of Honduras' public investment portfolio into the platform.
