Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of Commerce, Industry and Tourism (MinCIT) and the National Tourism Fund (FONTUR) of Colombia, invites consulting firms to submit proposals to design and implement an Institutional Strengthening Plan for FONTUR. The objective is to strengthen their institutional, technical and operational capacities – both in normal and emergency situations – to strategically manage high-impact tourism investments and develop competitive and sustainable destinations.

1. Objectives and scope of the diagnosis
Good Practices Benchmark: Perform an international and regional comparative analysis on organizational models, governance, investment portfolio management, digital transformation and use of data in tourism promotion entities.

Comprehensive operational diagnosis: Evaluate FONTUR's structure, governance and complete investment cycle (identification, structuring through AMS and 13 standard sheets, prioritization, execution and closing), identifying bottlenecks and opportunities to incorporate Artificial Intelligence tools.

Demand and market analysis: Characterize current and potential tourism demand from national and international secondary sources, identifying emerging destinations, visitor profiles, spending patterns, and strategic segments.

2. Strategic components and prioritization methodology
Institutional and operational model: Redefine the vision of FONTUR and formulate proposals to strengthen its governance, processes, technological architecture and articulation mechanisms with the MinCIT, ProColombia, iNNpulsa, Bancóldex and territorial entities.

Territorial targeting methodology: Design a technical tool with criteria, socioeconomic/tourism variables, weightings and indicators to guide and prioritize investment projects according to the level of development of the territories, applying it in an illustrative way in a sample of municipalities.

3. Adoption Strategy and Deliverables
Roadmap and implementation: Develop a prioritized short-, medium- and long-term action plan that identifies quick wins, resource allocation, risk management, and training and knowledge transfer activities.

Participatory process and validation: Conduct interviews, workshops and validation spaces with key actors from the public sector, business associations and contributors of the parafiscal contribution after delivery of the final products.
