Description

The Inter-American Development Bank (IDB), under Operation HA-J0012 (6049/GR-HA) and in coordination with Haiti’s Ministry of Public Health and Population (MSPP) and the Economic and Social Assistance Fund (FAES), invites consulting firms to submit proposals to develop the Functional Medical Plan, Architectural Medical Program, and physical-spatial Master Plan for Justinien University Hospital (HUJ).

The project will establish the strategic, architectural, and operational framework for the hospital's modernization, capacity expansion, and four-phase rehabilitation strategy.

1. Objectives & Comprehensive Assessment
Pre-Investment & Feasibility Analysis: Conduct an epidemiological study, demand projections, referral network analysis, and an audit of existing hospital infrastructure, equipment, and staff workflows.

Care Model & Service Portfolio: Define the tertiary-level care and teaching/research model, detailing capacities for beds, outpatient visits, operating rooms, critical care units, and emergency services.

Functional & Architectural Programming: Formulate the Functional Medical Plan (FMP) and Architectural Medical Program (AMP), specifying clinical/logistical flowcharts, space lists, and dimensioning for all departments.

2. Physical-Spatial Master Plan & Sustainability
Phased Site Master Plan: Design a modular 4-phase spatial intervention strategy covering zoning, new construction, renovation, demolition, and temporary relocation of services.

Disaster Resilience & Climate Adaptation: Integrate structural, seismic, and health risk mitigation measures alongside climate-resilient design and nature-based solutions.

Environmental Infrastructure: Incorporate sustainable management systems for medical waste, water, energy backup, sanitation, and stormwater.

3. Investment Plan & Methodology
CAPEX & Implementation Schedule: Prepare detailed capital expenditure estimates, prioritize critical interventions, and establish a phased execution schedule.

Participatory Stakeholder Engagement: Conduct field visits, technical interviews, and iterative validation workshops with MSPP, hospital directors, FAES, and IDB technical teams.
