Description
The Inter-American Development Bank (IDB), in coordination with Electro Ucayali S.A., invites consulting companies to submit proposals for the preparation of the Electricity Master Plan 2026-2050 (Selection No. PE-T1642-B260095). The objective is to design a comprehensive strategy to guarantee a safe, reliable, sustainable and affordable electricity supply in the Ucayali Region, Peru.
1. Geographical scope and time horizons
Scope of study: Ucayali Region (provinces of Coronel Portillo, Padre Abad, Atalaya and Purús) and adjacent border or interconnection areas (Loreto, Huánuco, Junín and neighboring isolated systems).
Planning period (2026–2050):
Short term: 2026–2030 (immediate priority projects and investments).
Medium term: 2031–2040 (consolidation and integration of infrastructure).
Long-term: 2041–2050 (strategic vision of decarbonization and resilience).
2. Main components of the Master Plan (SMP)
Diagnosis and projection of demand: Evaluation of the state of the current infrastructure (generation, transmission, subtransmission, distribution) and modeling of energy/power demand by 2050, incorporating socioeconomic growth, energy efficiency and electromobility.
Renewable generation strategy: Evaluation of the potential of renewable sources (solar, biomass, wind and small hydro), diversification of the energy matrix and analysis of vulnerability to climate risks.
Transmission and sub-transmission expansion plans: Modeling of the network that interconnects Pucallpa, Campo Verde and Aguaytía, resolving bottlenecks under N-1 safety criteria and in coordination with Osinergmin's Transmission Investment Plan (PIT).
3. Architecture for Isolated Systems and Investment
NCRE + BESS hybrid systems: Design of hybrid solutions with high penetration of Non-Conventional Renewable Energies integrated with Battery Energy Storage (BESS) and efficient diesel thermal backup/biofuel for the isolated areas of Atalaya and Purús.
Network regulation: Definition of BESS systems for peak support and frequency regulation in non-interconnected areas.
Project and investment portfolio: Formulation of the comprehensive investment plan at market prices and costs recognized by regulations for the three time horizons.
