Description
The Inter-American Development Bank (IDB) invites specialized consulting firms to submit their proposals to support the State Department of Health of Piauí (SESAPI) in the implementation of the Hospital Quality Program of Piauí (QUALIHPI).
The project will last 24 months and will be implemented in 5 regional hospitals in the public network, focusing on improving hospital management, optimizing flows, strengthening patient safety and transferring knowledge to local teams.
1. Technical scope and strategic axes
Clinical governance and bed management: Qualification of governance and implementation of visual tools (Kanban) for the monitoring of critical indicators and the optimization of bed turnover, with emphasis on surgical beds.
Patient safety and accreditation: Structuring, implementation and maturation of the Patient Safety Centers (NPS), risk management in the urgent and emergency network and preparation through internal audits based on the standards of the National Accreditation Organization (ONA).
Compliance and continuous improvement: Elaboration of highly complex protocols and adaptation to ANVISA standards (RDCs), applying PDSA cycles and 5W2H matrices for the treatment of care non-conformities.
2. Main activities and implementation phases
Diagnosis and alignment (Months 1-2): Baseline assessment of the 5 hospital units (infrastructure, processes and compliance) and mapping of the maturity of the NSPs to validate the detailed implementation plan.
Management tools (Months 3-12): Implementation of Kanban, training of teams in PDSA/5W2H and structuring of critical analysis routines of health indicators.
ONA preparation and safety (Months 7-18): Consolidation of patient safety barriers, standardization of highly complex clinical protocols, and execution of audits of operational and care processes.
Knowledge transfer (Months 13-24): Continuous on-site follow-up and structured hybrid support. Workshops and workshops for the transfer of management technology to SESAPI and final impact evaluation.
3. Expected results and deliverables
Diagnosis and work plan: Baseline report of the eligible units and QUALIHPI implementation plan validated by the leaders.
Systems and processes implemented: Operational Kanban tools, mature Patient Safety Centers (NPS) and standardized care protocols.
Audit Reports: Documentation of compliance with ANVISA guidelines and reports of adherence to ONA accreditation standards.
Training and balance of indicators: Completed training cycles and final consolidation of indicators demonstrating the impact of the QUALIHPI program interventions.
