Description

The Inter-American Development Bank (IDB) invites consulting firms to submit their proposals to carry out a regional diagnosis, design a standardized methodology, and execute a training program focused on measuring the contribution of Science, Technology, and Innovation (STI) instruments to climate change mitigation and adaptation in Latin America and the Caribbean (LAC).

The project will work in direct coordination with the Innovation Agencies partners of the Latin American Network of Innovation Agencies (RELAI) to strengthen their institutional capacities, optimize the supply of public instruments and promote systemic and sustainable productivity.

1. Regional diagnosis and characterization of STI instruments
Ecosystem mapping and analysis: Identify key actors, institutional coordination failures, and bottlenecks in the supply and demand of clean technologies and climate innovation in the region.

Baseline of instruments: Collect qualitative and quantitative information on financial and non-financial instruments in force in the Innovation Agencies.

Categorization of climate contributions: Classify financed projects by type of impact (mitigation, adaptation or dual impact), sector and amounts allocated, evaluating the degree of maturity of the partner agencies.

2. Conceptual framework and methodological architecture
Causal pathways and impact hypotheses: Develop the analytical framework that links investment in STI, climate action and systemic productivity, taking international good practices as a reference.

Metrics and measurement protocols: Formulate a standardized operational methodology with standardized technical indicators to be incorporated into the bases of future calls for agencies.

User-friendly tools: Design a simplified methodology to reduce reporting barriers for funding applicants, accompanied by quality control protocols and guidelines for the entire public project cycle.

3. Virtual training and knowledge transfer program
Pedagogical and instructional design: Develop the curriculum (syllabus), readings, evaluation rubrics and structure of the teaching team, integrating gender and diversity approaches transversally.

Operational and logistics management: Manage the technological infrastructure (videoconferencing platforms, collaborative tools, simultaneous interpretation and digital content repository).

Evaluation and scaling: Design and implement satisfaction surveys, evaluate learning, and prepare a report of lessons learned to ensure the sustainability and replicability of the program in LAC.
