Description
The Dominican Republic, through the Dominican Institute of Telecommunications (INDOTEL), has financing from the Inter-American Development Bank (IDB) for the "Program to Improve Connectivity for Digital Transformation in the Dominican Republic". This call for International Public Bidding (LPI) invites eligible bidders to submit closed proposals for the renovation and adaptation of the state's television broadcasting infrastructure.
Scope of supply and works
Main objective: Replacement and comprehensive adaptation of the transmission facilities for Digital Terrestrial Television (DTT) at the Resoli technical site of the State Radio and Television Corporation (CERTV).
Qualification Requirements and Conditions
Regulatory framework: The process is carried out in accordance with the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods.
Institutional experience:
Verifiable track record of at least ten (10) years of continuous operation in the broadcasting and telecommunications infrastructure sector.
Specific experience in the last five (5) years in projects that have included TTD digital transmitters (ATSC standard or equivalent), VHF radiant systems, bandpass filters, digital microwave links, self-supporting towers, critical electrical systems (UPS, AVR, generators) and associated civil works.
Key personnel required:
Project Manager: PMP certified engineer (or equivalent), minimum 8 years of overall experience and leadership on at least 2 high-power (>1kW) TTD transmission projects.
TTD Transmission Specialist: Engineer with 5 years of experience in radio frequency, MER/SNR measurements and pressurization of transmission lines.
Electrical Technician: Accredited experience in high-capacity UPS, voltage regulators, and grounding systems.
Civil Engineer: Professional with a current license (CODIA) and experience in the assembly of telecommunications towers or works in areas of difficult access.
Margin of preference: No margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the rules: The bidding documents in Spanish will be provided via email upon formal written request sent to the executing unit of the project.
Delivery method: Bids must be delivered physically and in a sealed envelope at INDOTEL's headquarters in Santo Domingo. Electronic bids will not be allowed and late submissions will be rejected. The act of public opening of envelopes will be held with the option of attendance in person or online.
