Description
Individual consultancy for the preparation of the study of the delimitation of the marginal strip through hydraulic modeling for the project "Improvement and expansion of the wastewater treatment service in 5 producing units of 4 districts of the provinces of Chanchamayo and Concepción, Junín"
The Inter-American Development Bank (IDB) invites specialized individual consultants to submit their proposals for the preparation of technical studies for the delimitation and/or validation of the marginal belt by means of two-dimensional (2D) hydraulic modeling in seven (7) river sections in the Junín region, Peru.
The main objective is to formulate the technical files and manage the obtaining of the Directorial Resolutions approving the National Water Authority (PRASA Ucayali and PRASA Mantaro) to mitigate the risks of flooding in the infrastructures of the PPP PTAR Chanchamayo project.
1. Technical scope and sections intervened
Evaluation of river sections: Carry out specific studies in seven sections of the Chanchamayo, Perené, Achamayo and Mantaro rivers, corresponding to the districts of La Merced, Pichanaqui, Santa Ana, Sangani, Nueve de Julio and Concepción.
Actions according to diagnosis:
New delimitations: Initiate administrative procedures for non-delimited sections in the Wastewater Pumping Stations (EBAR-03 La Merced, EBAR-01 Santa Ana and EBAR-03 Nueve de Julio).
Modification and adjustment: Evaluate and support adjustments due to overlapping with infrastructures in Pichanaqui WWTP, Santa Ana WWTP and Sangani WWTP.
Repeal and substitution: Develop a new delimitation that replaces obsolete or overlapping resolutions in the Concepción WWTP (Mantaro and Achamayo Rivers).
Regulatory framework: Strictly apply the criteria and procedures of Annex I of Chief Resolution No. 332-2016-ANA.
2. Key activities and hydraulic methodology
Topography and detailed bathymetry: Survey of the channel and lateral strips of 100 m on both banks, with contour lines every 0.5 m and geodetic control points linked to the IGN (250 m upstream and downstream of each area of interest).
Analysis of maximum floods: Determine maximum instantaneous flows for return periods of 50 years (agricultural land) and 100 years (populations and sanitation plants) with minimum statistical records of 20 years.
2D modeling and flood map: Two-dimensional hydraulic simulation to define stay cables, velocities, flood levels, upper limit of the bank and width of the marginal strip in UTM WGS84 coordinates.
Monumentation and administrative management: Propose the location of signposts and carry out the direct processing before the hydraulic authorities (AAA Ucayali and AAA Mantaro).
3. Outputs and expected outcomes
Work plan and basic information: Executive schedule, risk map, georeferenced photographic record and prior presentation of deliverables to the IDB and PROINVERSIÓN.
Comprehensive technical study: File with 2D hydrological and hydraulic models, flood maps, monumentation proposal and downloadable native files.
Directorial Resolutions: Formal obtaining of the resolutions of delimitation or modification of the marginal strip issued by the ANA.
