Description

Honduras, through the Secretariat of State in the Office of Health (SESAL), has financing from the Inter-American Development Bank (IDB) and co-financing from the Japan International Cooperation Agency (JICA) for the "Program for the Strengthening of the Hospital Network". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for hospital infrastructure and equipment.

Scope of works and supplies
Main objective: Execution of the construction works and provision of medical and non-medical equipment for the Traumatology Hospital of San Pedro Sula.

Execution period: The estimated period for construction is 36 months.

Qualification Requirements and Conditions
Regulatory framework: The process is carried out in accordance with the International Public Bidding (IPL) procedures established in the IDB's Policies for the Acquisition of Works and Goods and the co-financing agreements with JICA.

Financial capacity:

Prove sources of financing or lines of credit available for the flow of funds for an amount equal to or greater than USD 16,000,000.00.

Submit duly audited financial statements, balance sheets, and income statements for the last five (5) years (2021 to 2025).

Legal documentation: Differentiated requirements for national companies (ONCAE, RTN, SIAFI, SAR solvency registrations) and foreign companies (deed of incorporation, passport of representation, certification of operation at origin and affidavit of non-breach of contract in the last 5 years).

Environmental, Social, Health and Safety Commitment (SSSA):

Presentation and mandatory application of a binding Code of Conduct for own and subcontracted staff.

Preparation of a Contractor Environmental and Social Management Plan (ESMP-C) with management and implementation strategies (MSIP) aligned with the IDB's environmental frameworks.

Management and bidding process
Access to the rules: The bidding documents in Spanish are available by written request addressed to the executing unit of the project.
