Description
Panama, through the Ministry of Economy and Finance (MEF), has financing from the Inter-American Development Bank (IDB) for the "Program to Support the Digital Transformation of the Tax Administration in Panama". This call for International Public Bidding (IPL) invites eligible bidders to submit closed proposals for the technological modernization of tax administration.
Scope of supply
Main objective: Supply, implementation, support, maintenance and commissioning of a comprehensive technological solution aimed at guaranteeing the high availability, efficiency and scalability of the critical services provided by the General Directorate of Revenue (DGI).
Qualification Requirements and Conditions
Regulatory framework: The process is carried out in accordance with the International Public Bidding (IPL) procedures provided for in the IDB's Policies for the Acquisition of Works and Goods.
Evaluation criteria: Compliance with the legal, technical and financial requirements stipulated in detail in the Request for Proposals (RFP) document.
Margin of preference: A margin of economic preference will be granted to national contractors or consortia (APCA).
Required guarantee: It is mandatory to attach the Bid Maintenance Statement to the proposal.
Management and submission of bids
Access to the rules: The bidding documents in Spanish are available for consultation and follow-up through the official portal of the electronic public procurement system PanamáCompra.
Delivery method: Bids must be delivered physically and in a sealed envelope at the headquarters of the Ministry of Economy and Finance in Panama City. Electronic bids will not be allowed and late submissions will be rejected. The public opening of envelopes will be carried out in person with the option of online attendance.
