Performance Evaluation of the Korean Trust Funds

Description

The Inter-American Development Bank (IDB) invites specialized consulting firms to submit proposals for an independent performance evaluation of the Korea Fund for Poverty Reduction and Social Development (KPR) and the Korea Fund for Public Capacity Building and Economic Development (KPC).

The primary objective is to conduct a forward-looking evaluation of Technical Cooperation (TC) operations approved between 2015 and 2024 to assess performance, effectiveness, operational relevance, and development results. The study will provide actionable recommendations to strengthen governance, monitoring, and results-based management while serving the dual purpose of institutional learning for the IDB and donor accountability for the Government of the Republic of Korea.

1. Scope of Services & Analytical Framework
Portfolio Evaluated: Assess a total of 101 TC operations approved between 2015 and 2024 (48 under KPR and 53 under KPC) using a combination of portfolio-wide quantitative analysis and selected in-depth case studies.

Core Outcome Areas: Measure performance against the funds' Theory of Change across three main dimensions:

Policy and Institutional Reform and Strengthening.

Resource Mobilization and Scale-Up.

Strategic Partnership and Collaboration with Korea.

Korea–LAC Partnership Alignment: Evaluate how KTF operations contributed to South-South knowledge sharing, institutional collaboration, the involvement of Korean expertise, and strategic donor priorities.

2. Key Activities
Desk & Portfolio Review: Examine trust fund agreements, annual donor reports, operational guidelines, TC progress reports, disbursement trends, and execution delays.

Stakeholder Engagement: Carry out comprehensive consultations (interviews and surveys) with Korean government authorities, implementing partner institutions, client country counterparts, and IDB project teams.

Bilingual Analysis: Prepare high-quality reporting in both English and Korean, ensuring Korean-language materials are contextualized to meet donor policy expectations and replenishment requirements.

3. Expected Deliverables & Timeline (2026 – 2027)
Work Plan and Report Outline (October 2026): Methodological framework, reporting structure, and strategy for bilingual delivery (English and Korean).

Inception Report (November 2026): Finalized evaluation questions, stakeholder mapping, and data collection/validation tools.

Interim Report (January 2027): Preliminary findings from desk reviews, initial portfolio metrics, and early stakeholder feedback.

Draft Final Report (March 2027): Comprehensive findings, case study analyses, and actionable recommendations adapted for both audiences in English and Korean.

Final Evaluation Report & Knowledge Sharing (April 2027): Consolidated final bilingual report, tailored executive summaries, presentation decks, and delivery of a knowledge-sharing session.
