Description

Brazil, through the Environmental Sanitation Company of the Federal District (CAESB), has financing from the Inter-American Development Bank (IDB) for the "Environmental Sanitation Program of Caesb 2". This call for International Public Bidding (LPI) adopts the two-envelope system with deferred opening of the financial proposal to select qualified companies for large-scale sanitation works.

Scope of works and services
Main objective: Execution of works and services for the expansion and adaptation of dehydration, disinfection and treatment capacity of the Melchior and Samambaia Sewage Treatment Plants.

Technical interventions: Includes the integration of the respective stations, the equalization of flow and the change in the treatment process of the Unitanks.

Execution time: The estimated time for the total completion of the works and executive projects is 1260 days.

Eligibility requirements and conditions
Legal and professional qualification: Presentation of the Certificate of Registration of the company and the technical responsible issued by CREA.

Technical-operational training of the company: Demonstrate previous experience through a technical certificate (without the right to sum of documents) for the following large activities, considering a flow equal to or greater than 1150 L/s or a population equal to or greater than 940,000 inhabitants:

Implementation or expansion (retrofit) of a sewage treatment plant with an activated or variable sludge system, encompassing the supply of equipment, electrical installations and automation.

Development of an executive project for a sewage treatment plant with activated sludge technology.

Operation of a sewage treatment plant with activated sludge technology.

Supply of an ultraviolet radiation disinfection system, for a flow rate equal to or greater than 900 L/s or a population equal to or greater than 935,000 inhabitants.

Rules for consortia: In case of participation in a consortium, each member company must individually prove at least one of the technical training items listed, and the group must achieve the entirety of the requirements jointly.

Technical-professional training of the team: Presentation of the Technical Collection Certificate (CAT) accompanied by a certificate for higher education professionals in the same typologies of activated sludge and ultraviolet systems. It is forbidden to appoint the same professional as a technical manager for more than one competing company.

Access to the tender protocol and proposals: The bidding documents are available in Portuguese and must be requested in writing through the CAESB electronic Web Petitioning system. The submission of electronic proposals will be allowed according to the instructions in the notice, and the opening public sessions will be held virtually.

Guarantee of Seriousness: All proposals submitted must be accompanied by a Statement of Maintenance of the Offer.
