Description

Panama, through the Ministry of Public Works (MOP), has financing from the Inter-American Development Bank (IDB) and the Green Climate Fund (GCF) for the "Comprehensive Project for Electromobility and Increasing the Resilience of Public Transport Infrastructure in Panama City". This call invites eligible consulting firms to submit their expressions of interest to provide comprehensive support in the management, supervision and control of the program.

Scope of the consultancy
The specialized service is divided into two main institutional objectives:

Supervision of works (Component 2): Technical, financial, socio-environmental and administrative control of the design and construction of storm drainage systems and resilient urbanism in the 5 de Mayo Paid Zone and Ricardo J. Alfaro Avenue (Tumba Muerto). It includes the regulatory review of designs, processing of permits, construction inspection (quality, deadlines and costs), social mitigation plans with communities and validation of future maintenance manuals.

Institutional technical assistance: Direct support to the MOP in financial and administrative management to ensure compliance with the obligations of the loan agreements before the IDB and the GCF. It includes the monitoring of schedules and goals, systematization of information through dashboards, preparation of executive reports for missions or audits, and the optimization of internal execution and procurement procedures.

Qualification requirements and experience criteria
Interested companies must submit the institutional resume in Spanish, attaching complementary technical material (brochures, presentations or reports of comparable projects) with a maximum length of 30 pages in total. The following corporate competencies will be assessed:

Experience in supervision: Demonstrated track record in the technical, financial, socio-environmental and administrative supervision of urban infrastructure works, storm drainage systems or transportation, with preference in projects financed by multilateral organizations.

Experience in program management: Proven ability in technical assistance for the financial administration and internal control of public investment programs under the guidelines and policies of the IDB or other international financing entities.

Conditions of the process and presentation
Legal identification: The exact corporate name, the type of legal entity and the country of incorporation must be reported. In the case of consortia or associations (APCA), these data will be detailed for each member, formally identifying the lead firm (whose country will determine the nationality of the proposal). It is not required to attach supporting legal documentation at this stage.

Selection mechanism: The process will be conducted under the IDB's Consulting Policies for the purpose of structuring a short list made up of a minimum of five (5) and a maximum of eight (8) eligible firms.

Delivery method: Expressions of interest must be sent in writing in strictly physical format to the official address of the entity. For this process, applications by electronic means will not be allowed.
