Consultancy to Support the Investe Mais Estados Program – Rio Grande do Norte and Maranhão

Description

The Inter-American Development Bank (IDB) invites specialized consulting firms to submit proposals to provide support for strengthening the institutional capacity of the states of Rio Grande do Norte and Maranhão to attract investments, within the framework of the Investe Mais Estados program.

The objective of the consultancy is to train local civil servants and strategic actors, structure and manage a portfolio of investment projects aligned with ESG criteria and develop customized promotional materials in technical partnership with ApexBrasil and the IDB.

1. Phases of the scope of services
Pre-Workshop Phase: Support the analysis of the strategic project pipelines sent by both states, participate in the joint technical curatorship (ApexBrasil/IDB) for the pre-selection of up to three projects per state, and conduct virtual alignment meetings with the state focal points.

Workshop Phase: Plan and facilitate technical workshops with state representatives and key stakeholders. The focus will be on refining the selected proposals in aspects such as sales pitch, technical/economic feasibility, ROI, ESG framework, and definition of the target audience.

Post-Workshop Phase: Consolidate the final investment portfolio, prepare the detailed profiles of each project, develop promotional materials and guide state governments on the best practices for promotion and marketing with international investors.

2. Expected deliverables
The consultancy should structure and deliver three consolidated products for the two states:

Output 1 — Work Plan: Joint document containing the detailed methodology, the executive schedule, the results of the initial alignment with the focal points, the preliminary list of projects, and the coordination arrangement between the consultancy, ApexBrasil, IDB, and states.

Product 2 — Workshop Report: Consolidation of the results of the technical workshops in RN and MA, containing the synthesis of activities, feasibility analyses, adjustments applied and the refined version of the prioritized projects.

Product 3 — Consolidated Pipeline, Promotional Materials and Final Report: Final list of projects accompanied by complete profiles (technical, financial and ESG), promotional kit (technical sheets and pitch decks), shared digital repository and final report with strategic recommendations for attracting capital in Rio Grande do Norte and Maranhão.
