Description
Jamaica, through the Development Bank of Jamaica (DBJ) and the Government of Jamaica (GoJ), has received co-financing from the Inter-American Development Bank (IDB) and the European Union (EU) for the "Boosting Innovation, Growth and Entrepreneurship Ecosystems" (BIGEE) Program. This Request for Expressions of Interest (EOI) invites eligible consulting firms to submit their qualifications to lead a high-impact open innovation initiative.
Scope of the task
The selected company will be responsible for executing the following objectives for an estimated period of six (6) months:
Program Design: Create and execute a structured, challenge-oriented innovation program that addresses high-value, nationally impactful challenges in both the public and private sectors.
Commitment to the ecosystem: Support challenge makers in defining clear mission statements and actively recruit suitable innovators, research teams, and solution providers.
Capacity building: Train the DBJ team to independently oversee and manage future challenge-driven innovation projects.
Knowledge transfer: Develop a comprehensive, public-facing toolkit and manual that enables external institutions to execute challenge processes from initial identification to completion.
Qualification and experience requirements
In this initial phase, only the company's corporate experience will be evaluated. Interested consultants must provide clear evidence of:
Sector Track Record: At least three (3) years of experience designing and implementing open innovation challenges, competitions, accelerators, or venture capital creation initiatives with proven results.
Process Management: A minimum of three (3) successfully managed open calls, stakeholder interactions, or solution provider selection and selection cycles.
Framework development: At least two (2) relevant program manuals, governance structures, rubrics, or tool frameworks developed from scratch.
Delivery of training: A minimum of two (2) tasks of institutional capacity building, facilitation of workshops or knowledge transfer are completed.
Contextual Experience: At least two (2) assignments made in development finance institutions (DFIs), government entities, or donor or multilateral funded programs, preferably in Jamaican or Caribbean organizational contexts.
Hiring and Presentation Guidelines
Selection methodology: The procurement process follows the Selection Based on Consultant Qualifications (CQS) method. Only the highest-ranked company will be invited to submit a full technical and financial proposal. The final list will be composed of five (5) to eight (8) companies.
Eligibility criteria: Consultants, including all partners in a joint venture, must be IDB nationals or EU member countries. Corporate nationality is defined by the country of legal incorporation.
