Description
The Inter-American Development Bank invites specialized consulting firms to submit their proposals for the design and implementation of a comprehensive advanced training program aimed at the management body of the State Sanitary Works (OSE).
The main objective of the consultancy is to strengthen the leadership, internal management and institutional linkage skills of the managers. The program seeks to develop strategic capacities for decision-making, integrate practical knowledge about the managerial function and guide the formulation of real management improvement projects under a guided learning scheme.
1. Structure of the programme and training scope
Workload and distribution: The program will consist of a total duration of 70 hours of training, methodologically structured to be taught to two cohorts of participants.
Module 1 (Individual Dimension): Focused exclusively on the positioning of the managerial role within OSE. The content must provide conceptual and practical tools to strengthen the executive profile and enhance high-impact decision-making capabilities.
Module 2 (Organizational Dimension): This will be the block with the highest workload of the program. It will deal in depth with strategic planning and management, strategic leadership, cultural transformation, conflict negotiation techniques, organizational change management, and the incorporation of technologies into company processes.
Module 3 (Institutional Dimension): Aimed at developing collective capacities to understand and manage inter-institutional environments. Its purpose is to strengthen the skills of external articulation, strategic alliances and negotiation for networking.
2. Project formulation and technical support
Final management project: The academic proposal must require the formulation of a final project focused on the resolution of real problems or the optimization of processes within OSE.
Specialized tutorials: The consulting firm must provide a team of teaching staff and specialized professionals to provide continuous accompaniment, personalized technical advice and evaluative follow-up to the projects of the participants of both cohorts during their development.
3. Deliverables and project milestone timeline
The consultancy contemplates a total execution horizon of 10 months from the signing of the contract. Technical products will be delivered under the following schedule of maximum deadlines:
Deliverable 1 — Work plan and methodological proposal: Initial descriptive document that defines the execution guidelines, to be submitted 5 days after the contract has begun.
Deliverable 2 — Closing of Module 1: Course pedagogical materials, complete lists of attendees from both cohorts and results of the evaluations. Delivery time: 5 days after completion of the module (maximum 2 months after the start of the contract).
Deliverable 3 — Closing of Module 2: Technical compendium of materials, attendance records of both cohorts and evaluation performance reports. Delivery time: 15 days after completion of the module (maximum 7 months after the start of the contract).
Deliverable 4 — Closing of Module 3: Didactic documentation, attendance sheets for both cohorts, and processing of module assessments. Delivery time: 5 days after completion of the module (maximum 9 months after the start of the contract).
Deliverable 5 — Final report on the closing of tutorials: Technical report that consolidates the results of the advisory process, the projects formulated and the pedagogical conclusions. Delivery time: 5 days after the end of both cohorts (maximum 10 months after the start of the contract).
