Description

The Inter-American Development Bank (IDB), in coordination with the Ministry of Housing, Construction and Sanitation (MVCS) and the National Rural Sanitation Program (PNSR) of Peru, is calling on specialized consulting firms for the design, validation and implementation of a technical assistance program and operational optimization of drinking water systems in rural areas of the department of Piura.

The project seeks to strengthen the capacities of local community organizations to ensure the sustainability of water service, improve critical infrastructure, and meet the indicators of the results-based financing sector pilot.

1. Field planning, validation and diagnosis
Validation of sectoral inputs: Review the technical inventory, historical records, and previous diagnoses provided by the IDB and the PNSR to establish the real baseline of the prioritized rural systems.

Identification of gaps and assets: Evaluate the physical condition of the hydraulic infrastructure in the field to catalog deteriorated critical components, urgent training needs and deficiencies in the usual operation.

Local institutional articulation: Coordinate the logistical and methodological agendas of the field visits directly with the Municipal Technical Areas (ATM), local governments and the Administrative Boards of Sanitation Services (JASS).

2. Formulation of the operational strengthening program
Customized design by system: Structure a specific intervention plan for each rural locality that details the technical specifications, resources and work schedules, respecting the financial ceilings set by the operation.

National regulatory alignment: Ensure that all improvement and training proposals strictly follow the current guidelines of the MVCS, the PNSR and the information standards of the national system.

Mandatory Prior Approval: Submit the schedule of operational improvements, costs, and analytical details to formal validation by the IDB and PNSR prior to initiating any physical or contractual deployment in the communities.

3. Implementation and technical assistance in the field
Hands-on operator training: Conduct on-site training for community technicians on preventive maintenance procedures, routine operational control, water disinfection/chlorination, and incident management.

Physical optimization of assets: Execute justified minor corrective maintenance tasks, replacement of damaged hydraulic accessories and basic functional adaptations to return optimal operability to the infrastructure.

Traceability and documentation: File and compile field minutes, attendance lists signed by the community, photographic records and other means of verification that certify the transfer of knowledge.

4. Commissioning, transfer and updating in DATASS
Evidence of functionality: Issue technical reports that certify the optimal operation of the intervened infrastructure, attaching the guarantees of materials and the corresponding practical operating manuals.

Update on the national platform: Provide technical assistance to the municipal ATM staff to register all the actions carried out in the State system, ensuring the official change of status to "Good" in Module III of the DATASS application.

Formal closing tables: Organize closing meetings and workshops with local government authorities and JASS operators to formalize the delivery of the systems and consolidate local ownership of the service.
