Description
Panama, through the Ministry of Public Works (MOP), has requested financing from the Inter-American Development Bank (IDB) for the "Resilient Urban Basin" program. This call invites eligible consulting firms to submit their expressions of interest for the development, validation and transfer of operational capacities aimed at the active and sustainable management of urban drainage in the country.
Scope of the consultancy
The technical assistance will be structured under a cross-cutting approach in three priority axes of intervention:
Strengthening of management instruments: Development of technical, regulatory and operational tools aimed at standardizing the planning, maintenance and monitoring of urban drainage, including institutional diagnoses and coordination mechanisms between entities.
Technical training program: Design and implementation of a structured training scheme for MOP personnel in matters of risk management, operation of hydraulic systems and active strategies for knowledge transfer.
Organizational development: Consolidation of the structure, process manuals and assignment of functions of the Urban Drainage Unit, drawing the critical roadmap for the operational execution of the interventions of the Master Plan.
Qualification Requirements and Conditions
Profile and associativities: Open call for legally constituted consulting companies from IDB member countries. Firms will be able to participate quickly or associated under the modality of consortium (Joint Venture) or subcontractors to strengthen their technical profiles.
Technical evaluation criteria: For the assessment of institutional capacities, priority will be given to the experience demonstrated in:
Institutional strengthening, organizational development and design of structures and processes in the public sector.
Planning, operation and maintenance of urban drainage, sanitation, water management or urban resilience systems.
Formulation of normative instruments on urban infrastructure or public management.
Implementation of complex technical and institutional training programmes.
Development of consultancies under the framework of projects financed by multilateral organizations (preferably the IDB).
Submission of documentation: Interested firms must submit their profile, technical sheets of similar projects and operational materials written entirely in Spanish. All supporting documentation submitted by applicants must not exceed a maximum of 30 pages in total.
Delivery conditions: Expressions of interest must be sent in writing in physical format within institutional business hours. For this particular selection process, bids through electronic channels will not be allowed.
Selection: The process will be conducted in accordance with the IDB's Consulting Policies in order to consolidate a short list made up of a minimum of five (5) and a maximum of eight (8) eligible firms.
