Description

The Republic of Peru, through the Executing Unit 020 PRED-INIA of the National Institute of Agrarian Innovation (INIA), has financing from the Inter-American Development Bank (IDB) through Loan Agreement No. 5916/OC-PE for the project "Improvement of the Network of Innovation, Technology Transfer and Agricultural Technological Extension Services in Six Agricultural Experimental Stations of INIA". This Request for Information (RFI) is issued in order to carry out a prior study and analysis of the technical market.

Objective and nature of the request
- Purpose of the RFI: To gather market information regarding the capacity and availability of qualified suppliers, identify the operational characteristics of the sector and optimally structure the bases of future selection processes.

- Referential nature: Participation in this requirement does not constitute a formal proposal or a tender, it does not grant advantages, preferences or prequalification rights for future contracting processes. The information provided will be treated with strict confidentiality.

Technical profile requested
The call is aimed at national or international consulting firms with proven experience in:

- Impact evaluations: Experimental or quasi-experimental designs with the application of advanced statistical and econometric methodologies (randomization, differences in differences, ANCOVA, Propensity Score Matching, among others).

- Longitudinal studies: Quantitative and qualitative primary information collection in rural or agricultural areas, with solid strategies aimed at controlling and minimizing sample attrition.

Information required from participating firms
Interested companies must structure their responses including the following documentary blocks:

- General data: Company name, nationality of the firm, corporate business structure and contact details.

- Corporate experience: Detail of previous experience in similar services executed in the last ten (10) years (in a maximum of 20 contracts). Each reported experience must indicate:

Contracting entity and location of the project.
- Description of the scope of the service, responsibilities and statistical methodologies applied.

- Amount of the contract, term and mode of execution (direct or subcontracting).

- In the case of consortia, indicate the number of associate members and their percentages of participation.

Filing conditions
- Format and weight: Information documents must be compiled in a clear and legible way in digital format, with a maximum weight per file not exceeding 20 MB.

- Language: All complementary technical information, certifications and formal statements must be submitted entirely in Spanish.

- Reception channel: Interested firms must send their technical files electronically to the official email of the Executing Unit (cgrillo@pred.inia.gob.pe), indicating precisely in the subject of their data message: Request for Information (RFI).
