Description

Paraguay, through the Ministry of Public Health and Social Welfare, has financing from the Inter-American Development Bank (IDB) for the "Program for the Strengthening of Integrated and Comprehensive Health Service Networks Based on Primary Health Care." This call for International Public Tenders (IPLs) aims to improve the health response capacity at the first level of care.

Scope of the offer
Objective of the acquisition: Supply and start-up of specialized medical equipment for the provision of fifty-five (55) Family Health Units (FHUs). The batch includes nematoscopes, sterilization stoves, Pinard stethoscopes, defibrillators and portable oxygen cylinders, among other supplies.

Presentation modality: Proposals must be delivered in a sealed envelope. For this particular process, the submission of bids is allowed both physically and electronically, in accordance with the guidelines of the specifications.

Qualification Requirements and Conditions
Financial capacity: The direct financial strength of the bidder (excluding parent companies) will be evaluated through the financial statements for the years 2023, 2024 and 2025, under the following criteria according to its tax regime:

IRE Taxpayers: Triennial average with liquidity ratio equal to or greater than 1, debt ratio not greater than 0.80 and average non-negative net return.

IRP or General VAT Taxpayers: Average efficiency ratio (income/expenditure) equal to or greater than 1.

Specific experience: Demonstrate experience in the provision of medical equipment through contracts executed between 2022 and 2025. The sum of these contracts must reach a minimum value equivalent to 40% of the total amount of the offer (cumulative requirement for members of an APCA).

National preference: In this international call, a regulated margin of preference will be granted to contractors or associations of companies of national origin.

Guarantee of seriousness: Each economic application must be backed by a Bid Maintenance Guarantee for a value equivalent to 5% of the total price quoted.
