Description
The Inter-American Development Bank (IDB), in support of the National Energy Commission (CNE), is calling on specialized consulting firms for the development and implementation of the ARE2 activity, a key component within the plan to modernize the electricity tariff process. The main objective is to assess current regulatory consistency, mitigate operational risks and systematize the treatment of large volumes of sectoral information through robust technological solutions.
1. Strategic objectives of strengthening
Risk mitigation: Evaluate the consistency of the calculation process with respect to the current legal framework, identifying gaps and critical points to reduce errors in the setting of rates.
Operational efficiency: Automate the numerical models that currently exist in isolation in Excel spreadsheets, integrating them in a coherent way to free up technical capabilities towards expert analysis.
Transparency and traceability: Implement reports and formal data validation mechanisms that guarantee the auditability of the process before the industry and regulated institutions.
2. Scope of services (Exclusive focus on ARE2 Activity)
Technical specialization: The terms of reference are limited exclusively to the design, development and implementation of the ARE2 activity: Automation of Input Information to the PNP Calculation Process.
Institutional autonomy: The solutions delivered must constitute a functional and reusable basis. They must ensure that the CNE acquires full and autonomous operational capabilities, ensuring immediate improvements in data quality control, even in the absence of subsequent phases of the overall project.
3. Automation initiatives to implement
To structure the inbound data flow, the consultancy will need to sequentially execute the following five software and integration initiatives:
ARE2 – I1: Development of a central web application specialized in the comprehensive management of users, profiles and access permissions.
ARE2 – I2: Automation of the capture, processing and validation flows of the input information provided by the National Electricity Coordinator (CEN).
ARE2 – I3: Automation and integration of requirements and databases from the Superintendence of Electricity and Fuels (SEC).
ARE2 – I4: Systematization and unification of the sources of input information generated and managed internally by the CNE itself.
ARE2 – I5: Design and implementation of automatic interfaces for the reception, structural treatment and storage of massive data provided by the electricity companies in the market.
