Description
The Inter-American Development Bank (IDB) is calling on specialized consulting firms to carry out the technical update of the mitigation plan of the Drinking Water and Sanitary Sewerage Service Provider Company (EPSAS) and to build the proposal for the national sectoral policy in the face of extreme drought events in Bolivia.
1. Update of the EPSAS Drought Management Plan (Phase II)
Hydrological modelling: Updating the mathematical simulation model of the supply system to accurately assess the current base scenario.
Scenario analysis: Development and evaluation of alternative scenarios of water availability to define the objective scenario of operation.
Operational protocols: Adjustment of the critical thresholds and alert levels of the system, translating the findings into the update of the institutional Drought Management Protocol.
2. Proposal for a national sectoral policy and governance
Institutional diagnosis: Conduct of a sectoral context analysis aligned with the current regulatory frameworks for the formulation of drinking water and sanitation policy.
New technical bodies: Structuring of the foundational proposals for the creation of the National Drought Observatory and the Standing Committee for Drought Management.
Standardization and replication: Development of institutional guides and methodological guidelines so that other EPSAs in the country can autonomously develop and implement their own contingency plans.
Participatory roadmap: Concerted construction of a sectoral implementation roadmap that considers regional cooperation and technical scalability schemes.
3. Requirements of the consulting firm and key team
General experience: Accreditation of a minimum of five (5) years in the design of water resources management tools, drought plans, or climate resilience projects in drinking water systems.
Specific experience: Demonstration of at least three (3) consultancies or studies of drought plans successfully executed in the Latin American and Caribbean region.
Team structure: Methodological freedom to propose key personnel and the distribution of technical responsibilities to ensure the expected outputs, including the reports of the International Workshop on Sector Strengthening.
