Description
Bolivia has requested financing from the Inter-American Development Bank (IDB) for the "Territorial Connectivity and Development Program for Bolivia". This call for expressions of interest, coordinated by the Bolivian Highway Administration (ABC), invites eligible consulting firms to submit their qualifications for the design of communication strategies with a gender perspective.
Scope of the consultancy
Main objective: To develop, design and implement a communication plan aimed at secondary school students, with an emphasis on women, to motivate and promote interest in applying to university engineering careers.
Coverage period: The communication actions and products will be intended to cover the academic management of the years 2026 and 2027.
Technical approach: The institutional design of the plan must be based on the diagnosis, structuring and execution of mass and focused dissemination campaigns.
Qualification and Selection Requirements
General experience: Demonstrate a minimum of four (4) years of institutional experience in the execution of independent consulting services.
Specific experience: Demonstrate the implementation of at least three (3) communication projects with a gender focus executed in the last five (5) years, specifically aimed at the diagnosis or implementation of similar campaigns.
Documentary support: Attach simple copies of the legal documents of incorporation, current tax records (NIT, SEPREC or equivalent), identification forms and copies of final receipt acts that support the services provided.
Consortia and alliances: Joint applications are allowed under the Joint Venture or subcontractor modality. In these cases, the supporting documents and legal information of each of the constituent companies must be included.
Shortlist: Expressions of interest will be evaluated according to IDB consulting policies to establish a shortlist of a minimum of five (5) and a maximum of eight (8) eligible firms.
