Description
Barbados has requested financing from the Inter-American Development Bank (IDB) for the “Barbados Climate Resilient South Coast Water Reclamation Project”. This request for expressions of interest, issued by the Barbados Water Authority (BWA), invites eligible consulting firms to submit their qualifications for comprehensive engineering design and construction supervision services.
Scope of services
- Pipeline engineering: Route planning, alignment studies, hydraulic modeling, and detailed engineering designs for 29 km of water infrastructure (a 25 km main reclaimed water line and a 4.5 km branch pipeline).
- Recharge infrastructure: Technical designs for the aquifer recharge system, including 5 injection wells, 6 exploratory boreholes, 3 monitoring wells, 3 abstraction boreholes, and dedicated pumping stations.
- Procurement and safeguards: Preparation of standard tender documents, strategic advice on contract risk allocation, and development of an Environmental and Social Impact Assessment (ESIA) alongside a management and monitoring plan (ESMMP).
- Construction supervision: Full field oversight to ensure strict adherence to engineering specifications, quality control, occupational health and safety, and environmental, social, and gender safeguards.
- Post-construction support: Supervision of final as-built drawings, defects reporting, compilation of operation and maintenance (O&M) manuals, and delivery of technical training sessions for BWA staff.
Qualification and selection requirements
- Corporate experience: Minimum of ten (10) years of general corporate consulting experience, with at least seven (7) years of specific experience in projects of a similar scope and nature. Regional experience and international recognition are highly valued.
- Legal and labor compliance: Firms incorporated outside of Barbados must register locally as an external company under the Companies Act of Barbados before work begins. Full adherence to the Labour Clauses (Public Contracts) Act Cap.349 is mandatory, including the submission of the required schedule certificate.
- Evaluation framework: Firms will be evaluated using the Quality and Cost-Based Selection (QCBS) method in accordance with IDB policies (GN-2350-15) to establish a shortlist of five (5) to ophthalmic eight (8) eligible firms.
