Description
The Inter-American Development Bank (IDB), in coordination with the Ministry of Tourism of El Salvador (MITUR), is calling on consulting firms for the strategic update of the National Tourism Plan with a view to the 2040 horizon. The objective is to transform the current framework into an operational instrument of productive development that raises the country's international competitiveness through technological innovation and sustainability.
1. Comprehensive, evidence-based diagnosis
- Situational assessment: Identify the components of the current plan that require modernization, using sectoral statistical data, previous studies and primary information collected directly in the field.
- Mandatory analytical axes: Structure a diagnostic document (in extended and summarized versions) that evaluates governance, human capital, physical infrastructure, tourism products and articulation with other national plans.
- Identification of gaps: Exhaustively analyze the regulatory and logistical bottlenecks that limit the attraction of private investment and foreign direct investment (FDI) in the sector.
- Resilience variables: Incorporate disaster risk management, climate change adaptation and environmental protection criteria into the destinations' offerings.
2. Sectoral strategy and 2040 action plan
- Territorial approach: Prioritize the development of strategic tourist destinations under a regional planning scheme, defining the enabling public investments with the greatest impact.
- Bankable actions: Design an action plan with prioritized measures, sequenced in time and with financial viability for their execution in the short and medium term.
- Cross-cutting components: Integrate social equity policies, digital transformation of the sector and diversification of tourism as a key driver for the export of services.
- Performance measurement: Establish a robust monitoring and evaluation framework, detailing key indicators to measure economic growth and improvement in local livelihoods.
3. Co-creation, validation and professional design
- Participatory workshops: Facilitate consultation dynamics and interviews with multiple community, business, and government actors to ensure that the plan reflects national priorities.
- Project governance: Organize periodic coordination meetings and lead the incorporation of IDB and MITUR comments through annotated outlines before the delivery of the final versions.
- Editorial quality: Permanently integrate graphic design and editing specialists into the team to ensure that all reports, cartography and presentations have a professional format and high visual clarity.
