Description
The Inter-American Development Bank (IDB) is seeking a specialized consulting firm to develop a climate-resilient infrastructure policy framework and associated design guidelines for Saint Lucia. The objective is to strengthen the country's institutional capacity to plan, design, construct, maintain, and manage resilient and sustainable transport infrastructure.
1. Data gathering and policy framework
Participatory collection: Designing a data collection strategy using interviews, digital surveys, and an online feedback portal, ensuring the inclusion of civil society, private actors, and gender perspectives while leveraging Road Asset Management System (RAMS) initiatives.
Policy development: Drafting the comprehensive climate-resilient transport infrastructure policy to guide decision-making, benchmarking successful experiences from other Small Island Developing States (SIDS).
Targeted documentation: Producing a detailed technical report alongside an accessible, user-friendly version tailored specifically for policymakers, practitioners, and non-academic audiences.
2. Formulation of new design guidelines
Standards alignment: Assessing current regulatory frameworks to update design guidelines, ensuring complete alignment with regional Caribbean standards and global engineering best practices.
Resilience integration: Incorporating specific technical measures into the framework, focusing on flood-proofing, energy efficiency, sustainable construction materials, and green infrastructure.
Stakeholder validation: Conducting technical workshops and consultation sessions with government agencies, private contractors, and professional associations to refine and adopt the draft guidelines.
3. Capacity building and dissemination
Technical training: Delivering interactive workshops for technical personnel within ministries and government organizations to strengthen professional capacities in climate-resilient transport planning.
Operational handbooks: Developing practical technical guidelines and user handfriendly handbooks that highlight the application of nature-based solutions in infrastructure maintenance.
Awareness campaigns: Designing institutional and community dissemination campaigns to guarantee effective knowledge transfer and long-term sustainability of the framework.
