Waste water treatment plants for Northern Regional Hospital

Belize has received financing from the Inter-American Development Bank (IDB) to partially finance the cost of the “Improving Efficiency, Quality, and Access in Belize’s Health System” program. This bidding process, managed by the Ministry of Health and Wellness, invites eligible providers to submit sealed bids for environmental health infrastructure.

Scope of Bids
Procurement objective: Design, supply, installation, and operational support for one (1) modular wastewater treatment plant (WWTP).

Target facility: The specialized infrastructure will serve the Northern Regional Hospital (NRH) in Orange Walk, Belize.

Bidding framework: The process is conducted through International Competitive Bidding (ICB) procedures in accordance with the IDB's procurement policies.

Submission method: Proposals must be delivered strictly in physical hard copy; electronic submissions are not permitted.

Qualification & Evaluation Requirements
Financial capacity: Provision of audited financial statements for the last three (3) years, a clean bank reference, and documented availability of at least BZ$200,000.00 in cash or bank credit lines.

Annual turnover: A minimum average annual turnover of BZ$400,000 for contracts of a similar nature within the last three (3) years.

Litigation standing: Demonstrated stability against pending litigation, with no consistent history of adverse court or arbitral award decisions since January 1, 2021.

Technical experience: Completion of at least one (1) contract of similar scope and type within the last seven (7) years, plus at least one (1) contract of a similar nature with a value of at least BZ$250,000 within the same timeframe (supported by signed contracts and certificates of acceptance).

Specialized expertise: Documented experience (met directly or through qualified subcontractors) in the design and construction of modular wastewater treatment plants, specialized disinfection technologies, and electrical/instrumentation works.

Preference & procurement method: A Margin of Preference will not be granted to national contractors, joint ventures, or domestically manufactured goods. This process will incorporate a Negotiation phase.

Bid security: All proposals must be accompanied by a formal Bid Security Declaration.
