Description
The Inter-American Development Bank (IDB) is calling on consulting firms to evaluate hydroclimatic monitoring systems in Paraguay and Bolivia. The objective is to design harmonized national and regional roadmaps that strengthen transboundary water management in the La Plata Basin and inform future investment loan operations.
1. Situational diagnosis and specific challenges
Paraguay: Mitigate the inconsistency of time series, optimize the water balance in the face of agricultural expansion (rice) and provide forecasts for river navigation and binational dams (Itaipu and Yacyretá).
Bolivia: Strengthen the meteorological service in heterogeneous geographies, manage resources of high Andean glacial origin and ensure critical data for the operation of hydroelectric reservoirs.
Common shortcomings: Overcoming hydrometeorological data discontinuity, lack of interoperability, and absence of operational numerical models.
2. Regional approach and binational interoperability
Integrated monitoring: Establish data quality standards and observation networks for shared rivers and wetlands such as the Pilcomayo River and the Gran Pantanal.
Data governance: Develop common technical platforms and protocols for real-time information exchange.
Risk management: Implement coordinated early warning systems for extreme weather events (droughts and floods).
3. Roadmap and investment preparation
Investment roadmap: Structure plans in observation infrastructure, operational modeling, and sectoral technical training programs.
Institutional sustainability: Design proposals for regulatory or legal adaptation aligned with the SDG and NDC goals of each country.
Credit operations: To provide the analytical basis for the preparation of loans to modernize local hydrometeorological services.
