Hiring a judicial governance consultancy

Description

Brazil, through the Court of Justice of the State of Espírito Santo (TJES), has financing from the Inter-American Development Bank (IDB) for the "Program for the Modernization of the Judiciary of Espírito Santo – PROMOJUES". This call invites eligible consulting firms to submit their expressions of interest for the development and implementation of the State Judiciary Organizational Restructuring Project.

Consultancy reach
Main objective: Preparation and full implementation of the Organizational Restructuring Project of the Judiciary of the State of Espírito Santo (PJES), focused on the modernization of management, prioritization of the First Degree and rationalization of workflows in the face of digital transformation.

Structure and components: Project divided into 16 integrated modules, covering everything from diagnosis and strategic planning to process restructuring, organizational design, people management policy, job and salary plan, strengthening of internal control and change management actions with training.

Deadlines and format: Estimated execution in 30 months in a hybrid model (remote and face-to-face in Vitória/ES and counties in the interior). The gender and diversity perspective should be incorporated in a transversal way.

Qualification and Selection Requirements
Selection method: Quality-Based Selection (QBS) under the IDB Consulting Policies (GN-2350-15), aiming to compose a short list of five (5) to eight (8) eligible firms.

Evaluation criteria: Only the company's institutional experience will be evaluated in this short list phase. The expression of interest must not include technical or financial proposals.

Modalities: Participation is allowed individually, in association (Joint Venture) or with subcontractors.

Access to documents: The notices and attachments are available for consultation on the TJES Transparency Portal.

Method of submission: Expressions of interest must be sent exclusively by email (cel-bid@tjes.jus.br) until September 1, 2026, at 1:00 pm (Brasília time). Clarifications can be sent up to 5 days before the deadline.
