Description

The Ministry of Agriculture, Natural Resources and Rural Development, of Haiti has requested financing from the Inter-American Development Bank (IDB) for the Agricultural and Fisheries Productivity and Rural Market Access Infrastructure Support Program (PAPAIR). This invitation aims to select a qualified engineering consulting firm to represent the client, providing technical assistance, contract management, and rigorous quality control for infrastructure works in the Grand'Anse region.

Scope of the consultancy
Construction supervision: Full oversight, execution contract management, and quality control across two designated project locations in Anse d'Hainault.

Site 1 (Fish Market): Supervision of civil works for the construction of the new local fish market.

Site 2 (Housing Units): Supervision of the construction of nine (9) housing units designed to relocate families displaced from the fish market development site.

Technical validation: Review, verification, and engineering validation of execution studies and designs prior to and during the construction phase to guarantee compliance with safety, budget, and scheduling standards.

Qualification requirements
Corporate expertise: The invitation is open to established engineering consulting firms demonstrating a solid track record in the supervision and inspection of similar building and civil infrastructure works.

Legal and eligibility criteria: Interested firms must submit formal documentation certifying their country of origin, which must be an IDB-eligible member country.

Associations: Firms are permitted to associate under a Joint Venture structure or engage subcontractors to bolster their technical expertise and meet the evaluation criteria.

Shortlist formation: This procurement process intends to establish a shortlist of a minimum of five (5) and a maximum of eight (8) eligible consulting firms.
