Description
The Inter-American Development Bank (IDB) is calling on specialized firms for the comprehensive structuring and support of the bidding process for a Public-Private Partnership (PPP) in the Metropolitan District of Quito (Ecuador), aimed at the design, financing, construction, operation and maintenance of infrastructure for the management of non-hazardous solid waste.
1. Operational scope and technical delimitation
Project phases: Management from the transfer stations (adaptation, equipment and operation), transport, treatment, recovery (RDF and organic from large generators) and final disposal in the Environmental Complex.
Exclusions from the scope: Hazardous waste, sanitary waste, debris, CEGAMS, and the administration, closure or post-closure of Bucket 1 (including the Pop-Up Cell) are excluded from the project.
2. Legal and financial structuring of the PPP
Feasibility studies: Development of documentation at the pre-feasibility and feasibility level in accordance with the PPP regulations of the Republic of Ecuador.
Scenario analysis: Development of technical models, sensitivity analysis, specific scenarios and legal opinions required by the IDB to strengthen the business model.
3. Public tender and contractual support
Accompaniment and defense: Technical support during the public tender, participation in dissemination meetings and attention to audits or regulatory and control bodies at no additional cost.
Sustainability and management: Knowledge transfer programs for GADDMQ and provision of a digital repository in the cloud for the secure exchange of project documentation.
