Selection based on consultants' qualifications (CQS)

Description

The Ministry of National Education and Vocational Training, of Haiti has received financing from the Inter-American Development Bank (IDB) for the Support Project for the Decennial Education and Training Plan 2.0 (PAPDEF2.0). This call for expressions of interest seeks to select a specialized educational consulting firm to design teacher training modules and an operational management manual to strengthen institutional efficiency.

Scope of the consultancy
- Module development: Design pedagogical training modules for three core subjects of the 3rd fundamental cycle: Technology Education and Productive Activities (ETAP), Physical Education and Sports (EPS), and Aesthetic and Artistic Education (EEA).

- Contextual adaptation: Tailor all educational contents to the specific needs, cultural realities, and operational constraints of the Haitian school system.

- Management framework: Formulate a comprehensive management manual for the Fundamental Schools of Application and Pedagogical Support Centers (EFACAP) to optimize their operational effectiveness.

- Curriculum alignment: Ensure strict coherence between the newly developed training modules and the national Curriculum Orientation Framework (COC).

Qualification requirements
- Technical expertise: Proven experience in drafting pedagogical modules, creating educational content, and implementing digital or technological learning tools.

- Sector track record: Demonstrated experience holding responsibilities or managing projects within the educational field.

- Language and skills: Strong language proficiency and mastery of the technical competencies required for educational program design.

- Associations: Firms are permitted to form a Joint Venture or engage subcontractors to enhance their technical capacity and qualifications.

- Selection method: The selection process will be conducted strictly under the Consultants' Qualifications Selection (CQS) method in accordance with IDB policies.
