Description
The Inter-American Development Bank (IDB) is calling on consulting firms to provide technical support to the MIEM and the Uruguayan Ministry of Environment. The objective is to strengthen the energy and environmental regulatory framework applicable to electric vehicle batteries and storage systems, promoting the circular economy through second use and remanufacturing.
1. Quality and circularity requirements
International standards: Survey of global standards for storage and electric mobility in order to prevent waste and promote circularity.
Market control: Proposal of minimum requirements of performance, intrinsic safety and energy efficiency for the commercialization of batteries.
Traceability systems: Design of product certification and approval mechanisms integrated into digital information platforms and ISO schemes.
2. Criteria for second use and remanufacturing
Proficiency Testing: Definition of technical procedures to assess the health status (SOH) and capacity of cells removed quickly and cost-effectively.
Levels of accuracy: Identification of testing alternatives (at least three levels) according to cost and time to determine the feasibility of remanufacturing.
New functionalities: Analysis of applications in electrical backup, network services and micromobility for assets that have completed their original cycle.
3. Infrastructure and Implementation
National diagnosis: Evaluation of existing laboratories and detection of investment needs in analytical equipment to certify batteries in the country.
Technological evolution: Study of global trends in materials and construction design to ensure the resilience of regulations in the face of technical changes.
Roadmap: Prioritization of regulatory adjustments, assignment of institutional responsibilities and timeline for the implementation of the new regulations.
