Description
The Republic of Suriname, via the Ministry of Finance and Planning, requested IDB financing for the Fiscal Support Program to Regain Growth. This initiative modernizes public financial management and restores stability. The consultancy focuses on strengthening PFM systems, optimizing payment processes, and executing organizational restructuring to comply with the Public Financial Management Act 2024, fostering transparency and efficiency in government spending.
Scope of Services
The assignment falls under Reform / Modernization of the State and involves:
Diagnostic and Gap Analysis: Review previous reports, map financial flows to identify bottlenecks, and assess payment arrears to establish a reform baseline.
Payment Processes: Design an operational framework to streamline money flows, ensuring traceability and alignment with the 2024 Act. This includes a strategy to reduce debts with state providers.
Institutional Review: Evaluate the Ministry's structure, redefining roles and reporting lines to strengthen internal accountability and governance.
Roadmap: Develop a phased plan with milestones, KPIs, and evaluation mechanisms to guarantee long-term sustainability.
Qualification Requirements
Selection follows IDB Policies for Consultants. Key requirements include:
Experience: Proven track record in public sector accounting, payment process engineering, and organizational reviews under PFM legal frameworks.
Professional Team: Experts in PFM, government accounting, and process improvement with at least 5 years of experience.
Communication: Ability to work in complex environments and mandatory fluency in Dutch and English.
Shortlist: 5 to 8 firms will be shortlisted based on Expressions of Interest. Joint Ventures are permitted.
