Description
The Republic of Colombia has received financing from the Inter-American Development Bank (IDB) for the Caribbean Sustainable Energy Energy Efficiency Program (PEECES). The Ministry of Mines and Energy, through FENOGE, calls for eligible bidders for the execution of comprehensive solar energy services in the Caribbean region. This project is a key piece in the country's energy transition strategy, seeking to reduce operating costs and improve the environmental sustainability of various entities in the official sector by taking advantage of solar resources.
The contract is developed in the Energy sector and includes the following stages:
- Design and Supply: Detailed engineering and supply of all components for Solar Photovoltaic Systems (SSFV).
- Installation and Commissioning: Technical assembly and operational activation of the systems in official sector entities.
- Location: The program is strategically focused on the departments of the Colombian Caribbean region.
The tender is carried out under the International Public Bidding (IPL) modality, following the IDB's procurement policies. Key points include:
- Required capabilities: Bidders must demonstrate solvency in legal, financial and technical capacity according to the criteria detailed in the SDO.
- Selection Methodology: The Most Advantageous Bid method will be used.
- Guarantee: Proposals must include a Statement of Bid Maintenance.
- National Preference: No margin of preference will be granted to national contractors or APCAs.
- Submission: Electronic bids are allowed to be submitted through the SECOP II system. Physical bids will be received at the administrative headquarters in Bogotá D.C.
