Consultancies to support educational management – educational systems in Brazil

Description

The Inter-American Development Bank (IDB) urges consultants to join a framework agreement to support municipal and state Secretariats of Education in Brazil. The objective is to diagnose, restructure and improve the management of public education to expand access, retention and quality of basic education.

1. Areas of expertise and technical scope
Strategic and procedural management: Structuring of the Theory of Change, Strategic Maps, maturity assessment (SIGED) and redesign/automation of processes and value chains.

Technology and costs: Diagnosis of system architecture, connectivity management and technological equipment, as well as analytical tools for cost management.

Infrastructure and workforce: Projection of demand for school infrastructure and furniture, design of new organizational structures and optimization of personnel.

Pedagogical demands and initiatives: Regionalized mapping for technical and vocational education, change management and assistance in the operation of new educational projects.

2. Operating model and execution
Work orders: On-demand execution using specific service orders (SOs) within the framework agreement, with an estimated 6 to 12 orders per year.

Working languages: Fluency in English and Spanish is mandatory, with the delivery of technical products and final reports structured in Portuguese.

Local knowledge: Ability to mobilize regional experts and present travel costs (economy class) according to the territorial requirements of each OS.

3. Eligibility requirements for companies
Public experience: Technical test in Basic Education projects in the Brazilian public sector and in at least 3 of the 8 areas of scope mentioned.

Regional presence: Active business activity in IDB lending member countries prior to contracting the first work order.

Differentiation and governance: Improvement of previous history with multilateral organizations and direct reports to IDB project team leaders.
