Description
The Inter-American Development Bank (IDB) is calling on specialized firms to develop and calibrate physical and socioeconomic vulnerability functions for road infrastructure in Central America and the Caribbean (Costa Rica, El Salvador, Guatemala, and Panama). The objective is to integrate these functions into the BSA 2.0 tool to estimate damages, interruption times and economic losses in the face of adverse events.
1. Methodological framework and typology of assets
- Definition of assets: Classification of road sections, bridges, culverts, tunnels, slopes and walls according to their operational relevance and exposure.
- Hazard analysis: Construction of differentiated functions for floods, landslides, earthquakes, scour and tsunamis.
- Intensity metrics: Establishment of technical reference parameters such as water tension, seismic acceleration (PGA/PGV) and slope safety factors.
2. Damage and Economic Loss Calibration
- Physical damage functions: Estimation of the average percentage damage ratio by asset type, incorporating uncertainty and sensitivity analysis.
- Socioeconomic modelling: Development of loss functions based on interruption times and operational service levels of the road network.
- Expert Elicitation: Implementation of workshops and surveys with key actors to adjust and validate the technical assumptions of the model.
3. Technical integration and transfer
- BSA 2.0 Interoperability: Delivery of structured files, field dictionaries, and metadata schemas supported by the tool's workflow.
- Technical documentation: Preparation of operational manuals, integration guides and recommendations for the future update of functions.
- Evidence support: Systematization of historical cases of damage and in-depth review of specialized literature to guarantee the traceability of data.
