Description

The Inter-American Development Bank (IDB) is calling on specialized firms to act as a technical-environmental counterpart to the Ministry of Public Works / General Directorate of Concessions (MOP/DGC) of Chile. The main objective is to review and control the quality of the work carried out by the consultancy in charge of preparing Addendum No. 2 and its successive iterations, guaranteeing the obtaining of a favorable Environmental Qualification Resolution (RCA) for the project.

1. Quality control and consistency of the file
- Responses to ICSARA: Verification that the responses to the Consolidated Report on the Request for Clarifications, Rectifications and/or Extensions No. 2 are well-founded, sufficient and technically verifiable.

- Internal consistency: Exhaustive review to avoid contradictions between the project description, the areas of influence, the impacts evaluated, the proposed measures, the cartography and the annexes.

- Minutes of observations: Preparation of formal reports for the MOP that prioritize critical gaps and define the requirements for improvement in drafting, traceability and technical evidence.

2. Coordination and mitigation of regulatory risks
- Articulation of actors: Management of follow-up meetings and technical coordination between the MOP/DGC, the consultancy responsible for the EIA and the public services with environmental competence.

- Early warnings: Timely identification of technical, legal, and schedule risks that may affect the flow of assessment or approval in the Environmental Impact Assessment System (SEIA).

- Deadline control: Supervision of delivery milestones according to the contractual schedule to ensure the available pronouncement times of the MOP.

3. Closing addenda and post-entry support
- Consolidated review: Final verification of the completeness of the file of Addendum No. 2 prior to its formal entry and preparation of the draft of the ex officio conformity for the Tax Inspector.

- Technical accompaniment: Continuous support to the MOP/DGC during the post-entry evaluation phase to resolve omissions or additional institutional requirements.

- Closure analysis: Technical review of the Consolidated Assessment Report (ICE) and detailed analysis of the environmental resolution (RCA) once issued.
