Description
Guyana, through the Ministry of Education, has requested financing from the Inter-American Development Bank (IDB) toward the cost of the "Support for Educational Recovery and Transformation" project. This call invites eligible consulting firms to submit expressions of interest for the architectural engineering design and construction supervision of educational infrastructure in Region 9.
Scope of the Services
Core Objective: Provide comprehensive engineering, architectural design, and supervisory services for the structural rehabilitation of primary schools.
Technical Deliverables: Develop detailed architectural and engineering design drawings, bills of quantities, and technical specifications aligned with updated non-academic infrastructure standards.
Sustainability Standards: Ensure a strong focus on climate resilience, environmental sustainability, and meeting the criteria for EDGE Certification Level 1 to maximize energy and water efficiency.
Project Oversight: Manage on-site supervision and coordinate closely with contractors to ensure adherence to strict quality standards, project timelines, budgets, and the Bank’s Environmental and Social Policy Framework (ESPF).
Operational Continuity: Assist in the strategic selection of materials and equipment, support the implementation of long-term maintenance plans, and provide technical training to key personnel regarding school maintenance requirements.
Duration: The estimated implementation period for the consultancy is 27 months.
Key Requirements and Conditions
Shortlisting and Selection: Firms will be evaluated and selected in accordance with IDB Consulting Policies to form a shortlist comprised of a minimum of five (5) and a maximum of eight (8) eligible firms.
Corporate Associations: Firms are permitted to enhance their qualifications by associating in the form of a Joint Venture or through sub-consultancy agreements. The nationality of a firm is dictated by its country of legal incorporation, or by the lead representative firm in the case of a Joint Venture.
Submission Limit: Interested consultants must provide clear evidence of their technical qualifications, relevant regional experience, and staff availability within a document package not exceeding a maximum of 25 pages.
