Description

The Co-operative Republic of Guyana has requested financing from the Inter-American Development Bank (IDB) for the “Support for Educational Recovery and Transformation” program. This selection process, executed by the Ministry of Education, seeks eligible consulting firms to deliver comprehensive architectural, engineering, and construction supervision services.

Scope of Services
- Infrastructure Design: Developing complete architectural and engineering designs for new primary schools categorized across designated Lots (Lots 1-6).

- Sustainability & Resilience: All designs must integrate climate resilience features and meet EDGE Level 1 certification benchmarks for energy and water efficiency.

- Construction Oversight: Managing on-site supervision, verifying quality standards, and coordinating closely with contractors to guarantee strict adherence to project timelines.

- Asset Sustainability: Guiding material and equipment selection, supporting the implementation of long-term facility maintenance plans, and training key personnel to ensure lasting functionality.

Timeline: The total estimated implementation period for these services is 15 months.

Qualification & Shortlisting Criteria
- Corporate Experience: Firms must provide documented proof of technical capacity, legal eligibility, and verifiable experience in school infrastructure design and construction supervision.

- Consortia & Subcontracting: Open to individual firms or associations under a Joint Venture (JV) structure. Subconsultants may be engaged to enhance the team's overall technical qualifications.

- Shortlist Formation: A restricted shortlist of a minimum of five (5) and a maximum of eight (8) eligible firms will be established based on the technical evaluation of the expressions of interest.
